These Elcom 11.2-12GHz synths are superb for 9GHz LO's.
This one is the ILCDFSL-1201 which happens to have a 10MHz reference oscillator, some use other frequencies so be careful if you are looking for one to GPS lock!
There are many of these available from Israel on ebay.
Simple mods to get them producing a 10dBm ish output with some 50ohm line and a bit of silver paint.
The filter in the center-right has been linked out with thru line, this is made using track from an old sat LNB.
Copper strip soldered to track on the right.
Silver paint used to extend the filter/lower frequency.
Copper strip used between output FET's for another few dB output power.
I used a spec-an but you could use the a simple diode detector once you have modded similar to what i have done, then tune to optimise power level,the first test i did with only thru line and silver paint added i got -3dBm o/p.

The plan for this is to use as dual frequency LO for the Eyal-Gal Tx/Rx module.
9.12GHz LO for 10.368GHz with 1248MHz IF
9GHz LO for ATV with 1-1.4GHz IF.
